The Leadership Team of Spitzer & Associates
is comprised of Candy Spitzer, the President, Donna Roche,
Vice President, and Ann Catlin, Vice President.
Their experience encompasses all aspects of governmental
real estate and is complemented by a variety of private

 Candy Spitzer, President
Known for her candor, humor, and her unique
ability to bring forward cooperation and real solutions
in the most challenging and complex projects, Candy
is considered one of the most visionary and skilled
leaders in the industry. The majority of her experience
has focused on governmental and quasi-governmental
real estate services, yet it includes extensive brokerage
and private sector real estate work as well. Candy
is a nationally recognized expert in relocation assistance
and land acquisition for public entities. Candy has successfully completed
numerous high profile governmental real estate projects
under the requirements of the Uniform Relocation and
Real Property Acquisition Act. Services she has provided

This valuable public sector real
estate experience includes multiple transportation
projects, transit projects and notable aviation projects,
such as the new Austin-Bergstrom International Airport.
Candy created and implemented the first real estate
segment of a Project Management Oversight Contract
for the Federal Transit Administration. She also has
managed and completed due diligence, easement acquisition,
permitting, site selection, and site acquisition projects
for governmental and quasi-governmental agencies. Her
utility experience includes water clients and implementing
new fiber optic routes for a telecommunications company.
Candy is involved in many professional
organizations on a local and national level. She is
an active member of the International Right of Way
Association’s National Relocation Committee and
has been a national speaker on relocation assistance
and related topics.
 Ann Catlin, Vice President
Ann Catlin started working for Spitzer and Associates in
2004 immediately after her retirement from Federal Transit
Administration (FTA), Washington, D.C., where she had been FTA's
real estate program manager for ten years. She also teaches
2-day seminars for Baltimore County Community Colleges, who
are developing a college curriculum for right-of-way majors.
She is a graduate of Oklahoma Central State University, majoring
in journalism with a minor in business administration. She
completed postgraduate work, studying international business,
at the Institute for American Universities, Aix en Provence,
France. Early in her career she assisted in her ex-husband's
general aviation businesses and was an active private pilot,
flying several rally-type airplane races, even winning a few!
While in Washington, Ann served on policy-making committees,
including those of The Appraisal Foundation Advisory Council
(TAFAC), the Appraisal Standards Board (ASB) and the Federal
Highway Administration (FHWA), lead agency for the government-
wide rule for Uniform Relocation Assistance and Real Property
Acquisition for Federal and Federally-Assisted Programs.
Before transferring to FTA, Ann had been the right-of-way
officer at the FHWA Maryland Division Office and had worked as
a realty specialist in FHWA division offices in Alabama,
Georgia, Louisiana and Maryland. In 1992, the State of
Maryland designated Ann as a certified general appraiser.
As a Vice President for Spitzer & Associates, Inc. Ann's many
roles include; Quality Control/ Quality Assurance Director for
all Federal and State projects.
